I am planning to do adsense program with google now.What are the step by step methods i should do?

I already hav a blog on blogger but whenever i give a request google says rejected. But now i’m desperate to have an adsense account in google.
Please guide me in a step by step process to get an approved account from google.

NOTE: Please don’t suggest me to read google adsense rules.Im done readin it.
